In order to garner greater support in southern states, the union government is considering the announcement of a new scheme or the enhancement of existing schemes to benefit a specific target group ahead of the general elections, according to informed sources. While details remain undisclosed, there is speculation of additional support measures for the fishing community. With the southern states lacking BJP representation, the government aims to make an impactful announcement that resonates with the local population.
India, ranking as the world’s third-largest fish-producing country with a record production of 175.45 lakh tons in 2022-23, contributes 8% to global production, 1.09% to the country’s Gross Value Added (GVA), and over 6.724% to agricultural GVA. Recognizing the sector’s potential for growth, there are calls for focused policy and financial support to ensure sustainable, responsible, inclusive, and equitable development.
Addressing issues such as sustainability practices, export competitiveness, infrastructure gaps, and livelihood challenges within India’s marine fishing industry is crucial for the economic upliftment of fishermen. Coastal states like Andhra Pradesh, Kerala, Karnataka, and Tamil Nadu house a significant portion of India’s fishing population.
The Pradhan Mantri Matsya Sampada Yojana (PMMSY), launched as part of the Covid-19 relief package, has been operational since 2020-21 and is set to continue until 2024-25. With a total investment of Rs 20,050 crore, PMMSY aims to address critical gaps in fish production and productivity, technology, post-harvest infrastructure, and value chain modernization. Investments totalling Rs 4005.96 crore have been approved for various activities under PMMSY in the past three financial years.
The Union Budget 2023-24 introduced a new sub-scheme under PMMSY with a Rs. 6,000 crore investment. This sub-scheme focuses on supporting fish vendors, fishermen, micro and small enterprises to enhance value chain efficiencies and expand market reach.
